If checked, it allows controlling the item value during the system run. If the item is of an Object type, this option is applied to the reference to this object in the system (see also the action SET AS for object of EVENT type). Setting a value for such an item causes redirecting the request to the object, the current reference points to (mainly it is not a change of the value).

If a structured variable cell has manual control and at the same time does not have save start value, then:
The value of the cell can be changed in HI.
Changing the start value in CNF will not apply to the current value of the cell after saving.
Changing the value of the cell will not be stored as a new start value.
Point 2 is because it is assumed that the application has a recorded state in the cell, and since the start value is not updated, it is undesirable for the start value to overwrite that recorded state when saving.
